NJ Pediatric Council on Research and Education (PCORE), the quality improvement arm of the American Academy of Pediatrics, NJ Chapter (AAP NJ) currently has an opening for a full time Project Coordinator to work on a three year Critical Congenital Heart Disease (CCHD) program supported by grant funds from the NJ Department of Health. Employment for the three year grant period is contingent upon funding availability. Employment beyond the anticipated three year grant period is contingent upon future AAP NJ/PCORE program needs and funding availability.

Under general administrative and technical supervision of the American Academy of Pediatrics, NJ Chapter’s Pediatric Council on Research and Education and the New Jersey Department of Health, the Project Coordinator will develop, plan, implement, and evaluate screening-related program activities for critical congenital heart disease (CCHD).

JOB RESPONSIBILTIES

Develop and implement method for establishing and maintaining ongoing communication among all relevant stakeholders in pulse oximetry screening activities including, but not limited to: NJ CCHD/Pulse Ox Working Group, birth hospitals, NJ DHSS, advocacy groups, physicians and families (when appropriate).

Develop education and training tools for health care professionals including, but not limited to best practice guidelines, DVD and train the trainer activities for conducting screening.

Develop education tools for parents and families about CCHD screening and support services for CCHD.

Develop form for conducting quality assurance (QA) on implementation of screening protocol and collection and reporting of screening results.

Perform QA upon medical charts using piloted form to evaluate implementation of screening protocol and collection and reporting of screening results.

Review and abstract medical charts for information relevant to this project.

Compile quarterly and annual summary reports of aggregate data from hospitals on number of live-births, number of screens, details on discrepancies between these two numbers and failed screens.

Compile ongoing reports of failed screens, follow-up information and details of case children from the Birth Defects Registry.

Draft status reports on CCHD screening activities and results.

Design and implement pilot of recommended new electronic birth certificate data fields in a sample of birthing hospitals.

Develop and conduct training for new electronic birth certificate data entry and reporting.

Develop and implement follow-up cost activities based on initial study findings.

Provide Technical Assistance to hospital staff regarding implementing pulse oximetry screening, development of clinical CCHD screening and follow-up protocols, appropriate screening technique, utilization of pulse oximetry equipment, and development of parent education materials.

Triage medical questions about CCHD and CCHD screening to appropriate medical personnel.

Other as requested.

Requirements EDUCATION : Graduation from an accredited college or university with a Bachelor's degree in Nursing and/or a Master's degree or higher with a major course of study in Administration, Public Health, Nursing, Health Education, Health Planning, Public Administration, Epidemiology, Nursing Research, or related health field is preferred.

EXPERIENCE: Four (4) years of full-time experience in a field appropriate to the position is strongly preferred. Preference is for an individual to have experience in program development, implementation of health services, program administration, educational outreach and program evaluation as well as to have significant clinical experience in neonatology/pediatrics.

LICENSE: Appointees must be appropriately licensed in their respective fields in the State of New Jersey or be eligible for and obtain such license within six (6) months from date of appointment, as applicable.

Appointee will be required to possess a driver’s license valid in New Jersey.

WORKING CONDITIONS: There are no unusual work conditions associated with this position. Noise level in the office is moderate. Professional/business attire is required. Employees are required to attend meetings at external locations and will therefore experience external weather conditions.

KNOWLEDGE AND ABILITIES

Medical knowledge related to the clinical care of both the normal and sick neonate, especially those with congenital heart anomalies.

Knowledge of basic principles and practices of surveillance, epidemiology, and evaluation.

Knowledge of procedures involved in the development, collection, analysis, evaluation, and interpretation of data toward specific program objectives.

Ability to communicate clinical and nonclinical information effectively both orally and through written products to groups and individuals pertaining to program activities.

Ability to provide technical assistance to medical personnel regarding pulse oximetry screening and data collection.

Ability to collect, tabulate, and interpret basic statistical data and to provide technical information pertaining to the program.

Ability to develop standards, guidelines, procedures, and systems to further program goals and objectives.

Ability to organize, direct, and manage program resources to accomplish objectives of program.

Ability to understand problems involved in coordinating activities of program and to promote cooperative and effective working relationships with community partners.

Ability to direct the establishment and maintenance of essential records and files.

Ability to learn and utilize various types of electronic and/or manual recording and informational systems.

Familiarity with hospital process, protocol and medical records

Knowledge of the principles of QI implementation
